"We really don't want students having inappropriate behavior in the hallways," Kathy Bariess, a school administrator, told the TV station, which reports that students who hug longer than two seconds will be broken up.

I agree
with the law or rule about not hugging in schools.Schools should be for learning not getting cheap thrills in between classes. Some of it may be innocent but most of it is just showing off. Wouldn't surprise me either if a lot of it is unwanted by girls who just plain get accosted by agressive males.Hallway harassment is a huge problem in this country both with sexual advances and bullying and name calling.You have the same problem on scholl buses and that's why you see so many parents dropping their kids off or just keeping them home and homeschool.

Students Are Never The Problem
Poor leadership and lack of standards are indicators the Administration and Faculty are weak and disconnected from their "whole student is the citizen" responsibilities. Students start school hollow and blank--their education is a continuum from birth to death. The most important years are the formative ones--"Education is a process, not a result". As a teacher I only left school when the chains were being locked on the doors and I used my key to open the school daily.

Ok, we all know that this is wrong! These girls need to be stopped. At the very least the school nurse should get these 10-year olds on birth control (without parental permission, of course).
