headlines read that she "ABUSED HER POWER" but the report filed by the investigator seems to say she acted lawfully. And that it was her inaction that seems to have been the "abuse of power." Is that even possible? The investigator is in essence saying - she acted lawfully, and she "inacted" unlawfully... Can someone please explain this? 800.345.9622.
