My father-in-law architect whose has done some fairly pricey projects for some of Southern Cal's A-listers told me long ago that the ONLY way to properly repair New Orleans and to make it inhabitable again was to get it above sea level. Otherwise you are tempting fate with more residents living in the equivalent of a cereal bowl.
