On my radio show I have a name for this kind of behavior, actions, allowances in our society... "breathtaking deviancy..."
When a school district knows this kind of behavior happens, it is bad enough. When they know it happens and convince the staff to keep it quiet, that's worse. When they know it happens, and have the staff convince the kids to keep it quiet - thats just damnable.
When the school's attorney then arrogantly says, "we don't believe it damaged any kids to see it happen," then you know its time to get ropes and find tall trees...
