Can California Be Sold On Ebay's Former Leader?

SANTA MONICA, Calif. -- California's campaigns introduce candidates not only to the state's voters but to its immensity. In Bakersfield, Meg Whitman, 52, the former CEO of eBay who is campaigning for the 2010 Republican gubernatorial nomination, learned about carrots.

In 1968, the Grimm brothers were selling vegetables at a roadside stand in Anaheim. They moved to Bakersfield and today Grimmway Farms and one rival provide 80 percent of the nation's carrots, partly because the brothers figured out how to make the vegetables pleasingly uniform in shape.

Who knew? Whitman didn't, and the story, which she tells enthusiastically and at length, delights her because it confirms her conviction that California "was built by intellectual capital," and not just the Hollywood and Silicon Valley sort.

California's cascading crises prefigure America's future unless Washington reverses the growth of government subservient to organized labor. The state cannot pay its bills, poorly educates its young, and its taxation punishes whatever success that its suffocating regulatory regime does not prevent.

Whitman, a Roman candle of facts and ideas, insists, "We do not have a revenue problem, we have a spending problem of epic proportions." Twenty-five percent of California's revenues come from income taxes paid by the 144,000 richest taxpayers, so "if one of them leaves, it's a really bad thing." Lots have left. Some never really arrive. Pierre Omidyar, after founding eBay in San Jose, resided in Nevada, which has no income tax.

Whitman says 50 percent of California's spending on education, grades K through 12, goes into overhead, not classrooms, compared to 20 percent in, for example, Connecticut. The public education lobby likes it that way, but because California elementary school students rank 46th among the states in math, 48th in reading, 49th in science, it is, Whitman says tersely, hard for defenders of the status quo to "hide behind the results."

She endorses a convention to revise California's Constitution, which was written in 1879 and has been amended 518 times. She would reduce the number of state Assembly districts (there are 80) because the Legislature is cumbersome, and would modify the initiative and referendum process.

Voters have discombobulated budgeting by mandating spending without providing revenues, other than promiscuous borrowing. Whitman favors making it harder -- requiring more signatures -- to get measures on ballots, limiting the number on ballots in particular elections, and requiring the ballot language to specify the costs of measures being voted on.

She emphatically opposes a change that many proponents of a new Constitution favor -- eliminating the requirement of a two-thirds vote of both houses of the Legislature to pass a budget or raise taxes. Without those provisions, "taxes would be so high we might not have a state left." Today's most pressing problem -- government in the grip of public employees unions -- is, she thinks, ripe for improvement: 85 percent of the state's unionized employees are working without contracts.

To change Sacramento, which Los Angeles, San Francisco and San Diego television stations barely cover, she must find new ways to communicate with a disconnected public. Because California is second among the states only to Wisconsin in Internet connectivity, she hopes to directly arouse the state for challenges such as modernizing the water storage and delivery system that was designed for a California with half today's population.

"There is," she says, "plenty of water in California -- we can't get it from where it is to where it is needed." The result, partly because of aggressive environmentalism, is "a slow-motion Katrina" in some Central Valley towns where unemployment is above 40 percent.

Whitman, like her rivals for the nomination (state Insurance Commissioner Steve Poizner, another Silicon Valley success, and former Rep. Tom Campbell), is pro-choice. That normally is a problem with a significant portion of the Republican nominating electorate, but the collapse of California's once-characteristic confidence has concentrated minds on other things.

Because legislators feel validated by volume, the Legislature is, she says, a "bill machine." She vows to wield the veto power as vigorously as did Republican Govs. Pete Wilson and George Deukmejian, who cast 1,890 and 2,298, vetoes respectively. The current calamitous governor wanted, as movie stars do, to be loved, but Whitman says tersely: "Getting elected is a popularity contest. Governing is the opposite."

Although California is a blue state, it has had Republican governors for 30 of the last 43 years. The Republican revival nationally might begin here next year.

Whitman is a disaster

...as any seller who has been on Ebay more than 3 years can tell you.

Her successor (whom she hand picked) has run Ebay into the ground, trying to make it into Amazon.com II, the Sequel...without any of the protections Amazon sellers enjoy.

When something works right, they "improve" it until it breaks.

California needs another Reagan. She's no Reagan.

She wants a constitutional convention???

That rules her out in my book, right there.

You cannot limit what one does once it convenes. If all you want to do is change PARTS of the Constitution, that's what the amendment process is for.

So either she's a pretty dim bulb, or she's got some other agenda.

Either way, no vote from me.

Californians Voted For This
The people of California decided they wanted a lot of stuff that they would rather not pay for. They deserve what is happening to them.

Ditto for the people of America who have chosen the same road. The majority in America has voted for the free lunch. It will end up being the most expensive meal of all.

Everything for free
In California, the majority mentality is that the government should provide everything for free. Well, who works for free now? Nobody. So, if you think something is for free you are being fooled because the government will tax you beyond your ability to pay and still be able to buy what is need to survive. California is there. It is a magnet state for the dependent minded people. It is averted by those who have initiative and zeal to make it on their own. Hard workers don't want to give too much of their money to lazy dependent folks. But California's government, elected by the lazy, which make up the majority, keep on spending way above the amount they take in. Economists will tell you: TANSTAAFL. There ain't no such thing as a free lunch. Now you know.

American Politicians are Cowards

It takes common sense, courage, and leadership to govern responsibly. Unfortunately, the vast majority of America’s political leaders today are bereft of all three character traits.

Responsible fiscal administration requires tough decision making. Common sense, courage, and leadership are all necessary in order to cancel new school construction, delay road repairs, lay off police officers, or to cut library hours. You need common sense to understand that cuts must be made, the courage to make the difficult decisions on what to cut, and the leadership skills to explain the cuts to the electorate.

While economic times were great, politicians chose to expand government rather than either save revenue or cut taxes. Even when they were flush with receipts, the prodigal SOBs sold billions in federal, state, and municipal bonds, thereby saddling future generations with their irresponsibility and cowardice. In this, they acted exactly like much of the foolish American people that they represent. They were incapable of restraining themselves. Utterly without vision, they so lacked prescience that it never once occurred to them that the ride would eventually end and that they would be stuck with too much government for revenue.

The current federal government’s 1.8 trillion dollar deficit is proof enough that the situation has gone from disastrous to insane.

I have come to the conclusion that America stands on the edge of a great cataclysm, an accounting that cannot be stayed. Yet, I will continue to hope and pray that a breath of sanity may some day soon become the prevailing wind.

The Coming Storm
JoltinJoe and Way Down South are both correct. The entitlement mentality in this country, most recently exemplified by those who continue to ask the President of the United States for refrigerators, rent payments and a new house, has been created over the past forty of fifty years. Now we have millions who have willingly surrendered their freedom of choice to the government. When those who are depending on Obama to bail them out realize that he cannot and will not, there's going to be a fierce day of reckoning. The country--and the Constitution--will survive, but it's going to be a wrenching experience.

Sarah Palin is most likely about to get another savaging by the likes of George Will.

I think she might be the conservatives best shot at leadership. She does seem to have the ability to rally the masses and I believe she is honest and courageous. She may not be as experienced as we might like, but what "experience" she does have seems to show someone who can both manage and maintain the trust the public put in her when they elected her.

She is currently showing she will refuse to let the Main Stream Media continue to tie her down with frilvalous lawsuits without her being able to respond in kind. Once she is out of the Alaska Governorship she can at least come down to the lower forty eight and do a little varmit hunting among the political elitists. George Will, and Kathleen Parker might want to look around before they go out for their next stroll.

I think her move to resign and come out fighting is the best thing I have seen from any Republican in a long time. Now granted, unfortunately that isn't saying a great deal at this moment in history but it is a start.

No bailout for California
Maybe California can take the actions that proved successful in Alaska, and implement them on the left coast. Thank you Governor Palin.

The American taxpayer needs to be protected from a state that is an example of what happens when you take a something for nothing approach. California is broke, and they can't print money.

They need some leadership...
Perhaps what California really needs is some real leadership.

I was at a tea party yesterday to which Gov. Rick Perry and of course the Hon. Ralph Hall were in attendance.

Gov. Perry brought up the fact that in 2003 the State of Texas was dealing with a $19 billion dollar shortfall, and tax increases weren't the solutions they used to bring us to a surplus today.

Of course, most Texas DumboCrapheads aren't nearly as un-American as this New York bunch we saw refusing to stand and recite the Pledge of Allegiance just because a Republican was leading it.

I know as I recited the pledge, I pay absolutely no attention to anyone as I place my hand over my heart and offer my pledge to Old Glory. I offer my pledge out of love of my nation....

Whitman is onto Something
I disagree with posters who dismiss her ideas out of hand. She is right about the fiscal mess. Look at the staggering statistics about who is really paying the taxes? Doesn't that alone fly in the face of a democratic society? Democrats have repeatedly criticized Republicans about being the party of "no". Here is someone actually coming up with concrete ideas and solutions about reining in spending, stopping government growth and how to reform CA to ensure prosperity. At least Whitman is someone who has actually run a business - unlike the vast majority of politicians in this country. Her ideas carry far more weight and credibility because she understands a balance sheet.

I never realized how crazy CA system is (80 Assembly districts?) C'mon! Nothing will change there until the system changes. And as far as the schools, water distribution and other population-driven problems - why NO mention of these issues being directly and negatively impacted by massive illegal immigration in CA?

I have read all of the 32 posts. The general consensus is CA is going to and should fail. Many reasons are given for this, but the ONLY post that really identifies the problem is SVARA. CA has always been a welfare state, and that is why so many illegal aliens (especially Mexicans) are there - and the number grows daily.

CA, get rid of the illegals and you will suddenly find you massive bills reduced immeasurably. Maybe it is time for that final "big one" where CA will slide off into the ocean.

WARNING!!! All states, especially those neighboring CA, need laws like AZ and OK have about people needing to prove citizenship to get FREE anything. Otherwise, when CA can no longer pay them welfare, free medical, etc., they will self-deport from CA to other states.

If Californians are leaving the state in droves they had better not come to Oregon. The unemployment here is second highest in the nation. I understand that people with money are quietly leaving the United States because of Obama's tax people who work and give to those who won't policies. When will the tide turn?

On the weekends here: Half the cars are gone from the roads. It's eerie!

McDonald's is booming, steakhouses are closing.

And here's a big one... 50% of the florist shops around here have now went out of business.

Paved side-streets are turning to gravel. Homes are selling at a 60-70% discount, most at auctions. Criminals are being early-released by the thousands.

That's part of the problem. The other is nonexistent borders. One can make an argument, a bad one, for a welfare state. One can argue, unpersuasively, for open borders -- that is, no borders at all. But only a fool or a traitor can seriously propose embracing both simultaneously. That's roughly like putting all your worldly possessions in your car, then leaving it unlocked with the key in the ignition.

California could remove one incentive to illegal immigration by cutting back on freebies. But it shows no inclination to stop showering its taxpayers' money on everyone with a pulse, citizen or not.

No state, however, can control the national borders. Only the federal government can do that. The feds could provide stronger disincentives to illegal immigration, but they clearly won't.

If one or both of these facts doesn't change, California is doomed, and the Republic with it.

The situation in California is so bad that illegals are leaving. That may help in the next elections, assuming there are enough republicans left in the state.

In an interview on Glenn Beck, Whitman stated that she is against drilling and for continuing welfare, etc. to illegals (because "we're talking about children here". So watch out.

There isn't a leader
There isn't a leader that can save California because the legislator is where the power is. And the people is where the problem is (conservatives are doing the smart thing and fleeing the state). A conservative leader wouldn't help. It might slow down its death...but I doubt it.

This kind of behavior is inevitable once taxes exceed a certain trip point.

California's gov't, being dominated by liberals, is incapable of grasping the reality that taxes discourage, and therefore reduce, legal business activity in the industry being taxed. Taxes encourage, and therefore increase, the illegal or 'black market' activity that fills the void left when legal activity is reduced.

As long as those in power continue to operate from a presumption that the people exist to serve gov't instead of the other way around, gov't will continue to establish and maintain a tax/regulatory system that cannot sustain itself.

If a private business operated by a system in which its methods of operation continually discouraged its customers from buying its products, it would be forced to go out of business. Only gov't gets away, year after year, with imposing taxes and regulations that bankrupt itself and its citizens; the people it is supposed to serve.

California's Political Lesson

California's frightening political message to the rest of the country is that past performance doesn't necessarily predict future results. In other words the failures of liberalism doesn't necessarily mean future victories for conservatives.

The Democrats and liberals have ruined California, and yet they still dominate the state with no real possibilities for Conservative gains in the state.

How can this happen? Doesn't logic dictate that if Plan A fails you try Plan B? If Leader A fails you replace him and try Leader B? The problem is that liberals hold many trump cards that throws normal logic out the window.

Trump Card Number 1 is that they have engineered the system so that a majority of the electorate pays little to nothing in taxes yet their vote holds the same value as those who pay significantly more. Primarily due to absurd levels of immigration (legal and otherwise) the net tax receivers will continue to overwhelm the net tax payers ushering in even more Democrats and liberal policies despite their failures.

Trump Card Number 2 - Democrats have succeeded in expanding entitlements and benefits to the middle class. Despite how bad things may get most people will fight to the death for their "certain" government handouts over the uncertain prospect of greater opportunity offered by Conservatives.

To those waiting for Obama's failures to sweep in the next Conservative revolution... You might be waiting an awfully long time.

If I may be so bold as to clarify; California (and the USA) can't be CENTRALLY governed because of its size and complexity.

That's why the founding fathers wrote a Constitution that limits the power of government to those items specifically identified in it.

California can't be sanely or effectively governed when every aspect of the average citizen's life is regulated from Sacramento. This becomes especially true when the Constitution has a 15th Amendment requiring that all laws be enforced equally and Sacramento is writing laws (mostly) for what happens in large urban areas (like LA, SF, SJ, and Sac) because that's where most of the votes are.

What's truly revealing is the left's double standard in this regard when it comes to issues like gay marriage and illegal immigration. The left, which insists on the one-size-fits-all gov't you identify, suddenly wants to make 'local rule' exceptions when the mayor of San Francisco wants to issue marriage licenses to gay couples and when certain cities, townships, and other local juridictions want to be "sanctuary" zones for illegals, where local authorities refuse to cooperate with feds trying to enforce immigration laws.

There are probably a few French speakers in Austria, but they're separated from France by Switzerland and Germany. The most common minority languages in Austria are Turkish, Serbo-Croatian, and Magyar (in that order). Pockets of Italian, Slovenian, Slovak, and other languages are scattered along the border.

That's when Jerry Brown stepped in and nearly bankrupted the state by bailing out the local governments with state money.

Any state that has BOTH an income tax and a high sales tax should be able to manage its budget, but Californians think money is no object if there's a desirable social or environmental goal to strive for.

Working as an adjunct professor, we did class projects on the costs of "illegals and illegal immigration".

For every $68 billion spent, we recouped $1 billion from ILLEGALS. That was from rents, shopping, and gas, etc...so we are in the hole $67 billion.

It incenses me that we actually encourage Spanish, not English for these people... look at Lowe's, Home Depot, Walmart, etc.

If we are going to coddle, supplement, and pay for immigration, why not accommodate the Japanese? They are more productive, supply jobs, own real estate, pay taxes etc...teach Japanese, they have far more to contribute than Mexicans.

This endless "invasion" of low-income generating, less educated classes of people is a complete drain on others in this country and should cease. I have visited other countries that have up to three official languages. That is a lot of unnecessary expense for us all. Everything is printed in triplicate.

Illegals from south of the border are not cheap except to the people or companies who hire them. Every American...man, woman & child pays $1,000 each for illegals for all the associated expenses to support their being in America...schools, jails, gov't entitlement payouts, etc., etc. Follow the money to see who is paying our politicians for their delay on correcting our poor border control.

I have discovered two sad truths in recent days. 1) Whoever controls the language controls politics. 2) The youth of today are almost all liberal because their liberal unionized school teachers are liberal. All the millennial babies (1982-2002) are liberals.

Regarding the language...watch TV, newspaper or billboard ads and see just how much the liberal terms are used to sell products or services..."Yes You Can" get a college degree from XYZ univeristy. Product ABC in which "You Can Believe", etc. These phrases are liberal ones and they push the politics. We are stuck with liberal politics for years to come unless their policies crash and burn and the youth of today start to "think for themselves" in the future.

Guess what party has run the Governor's Office for just shy of 24 years out of the last 29, and guess which of those Governors holds the world record for outspending California's revenue with Executive Branch spending. It seems to me, the California Legislature supports the criminals over law abiding citizens. A good example is it is illegal to defend an individuals property by lethal force. Thieves are welcome to steal your car, tools or any personal PROPERTY THAT YOU HAVE WORKED HARD to OBTAIN. California does not recognize other state's concealed weapons permits which is a slap in the face to other states in the USA. The Legislature as far as I Can see,is more interested in marrying each other regardless of sex than what the California citizens want. this is a prime example of taxation without representation and the citizens have had enough
